The term ḥol ha-moed does not appear anywhere in the Mishnah or indeed anywhere in classical rabbinical texts. The Intermediate Days are actually known as מועד or חולו של מועד in the Mishnah and early rabbinic texts.

A rare case of a question in biblical law occurs in Ex 22:26: "On what will he lie down?"
This is not a question in the vein of "From when does one read the Shema in the evening?", i.e., a question designed to direct the reader's attention to new information. "On what will he lie down?" is actually a rhetorical question designed to justify the moral claim of the borrower to his security and make the fulfillment of the law easier for the lender. The Bible in fact has several examples of real questions introducing laws - e.g.: Num 9; 27; 36; Hag 2 -  so it is puzzling that this rhetorical question was given as the example.

According to some scholars the exclusion of Israelites from the altar is reflected in other late biblical sources, such as 2 Kings 12:10 (which speaks of priests collecting funds deposited within the sanctuary)
The verse actually speaks of the collection being done by the king's secretary - a layman -  together with the high priest. The verse is anyhow not relevant to altar access as the collection box was next the altar but not on the altar.
